I believe this message went through at least two dozen edits as the authors tried to strike precisely a tone that would have credibility while not giving any actual aid or comfort to our enemies. The general feeling was that discouraging any significant study of wandless magic was a top priority, and seeds of doubt and fear should grow into a barrier that will obstruct success.
